2026 Procurement Branch Third Staff Meeting
The "Purchasing Branch Third Staff Meeting" was held under the chairmanship of Şanser Kutluk, Head of the Department of Administrative and Financial Affairs.
The Procurement Branch, affiliated with the Department of Administrative and Financial Affairs of our university, held its 3rd evaluation and coordination meeting of the year under the chairmanship of the Head of the Department.
During the meeting, the general progress of the core objectives established in previous meetings—such as budget and needs planning, compliance with austerity measures, and the improvement of EKAP processes—was reviewed. The main agenda item of the meeting was the Turkish Court of Accounts (Sayıştay) audit to be conducted at our university between October 12–20, 2026.
To ensure the audit process is carried out smoothly, transparently, and in accordance with institutional standards, the following topics were addressed:
* Review of Tender and Direct Procurement Files: Preparing all goods and services procurement files—conducted since the beginning of the year in line with current Public Procurement legislation and monetary limits—for the audit.
* Austerity Measures and Budget Compliance: Re-evaluating the budget utilization and compliance criteria for austerity circulars planned in previous meetings within the framework of audit standards.
* Digital Records and EKAP Processes: Verifying the full compatibility of transactions conducted electronically and via EKAP with physical archives and document records.
* Audit Coordination and Information Flow: Assigning internal duties within the unit to ensure the rapid and complete submission of information, documents, and schedules requested by the Court of Accounts auditors serving between October 12–20, 2026.
The meeting concluded with the determination to uphold the principles of transparency, regulatory compliance, and public interest—observed while meeting the needs of our university's academic and administrative units—at the highest level during the audit process.
